Als Sultan Quaboos Ibn Said im Jahr 1970 die Macht ergriff, war das Bildungssystem im Land veraltet und in keinster Weise zukunftsfähig. Es gab neben der ausschließlich religiös motivierten Koranschule nur drei Knabengrundschulen in den größten Städten des Landes.
